I haven't used the Facebook API so this is at best an educated guess:

I have found the reason:
When a user disables the Facebook Platform, all the data will be
omitted in Graph Calls. In this case, even when the data is available
on Facebook. You can have all permissions you want. You will not be
able to retrieve the data from Facebook.

Between friends make sure the user_id in the query is the Facebook id
of the other friend not the current user whose access token you are

I went through permissions in groups testing them out and I figured
out what the problem was.
You need to have the permission of the item you were tagged in.
So in my case I was tagged in photos, so I needed user_photos
permission to gain access to user_tagged_places. It actually creates
quite an issue because you need to know how a user was tagged to
retrieve their tagged_places.

For obvious reasons (privacy and stuff) you can´t get the location
details (=checkins) of any user. You can ONLY get it by authorizing a
User with the correct permission and ONLY for that authorized User.
Although, i am not sure if it´s even possible anymore to get the
checkins even for the authorized User - because the checkin endpoint
