WebAPI routing without parameters?
You could add the Action to your route: config.Routes.MapHttpRoute( name: "DefaultApi", routeTemplate: "api/{controller}/{action}/{id}", defaults: new { id = RouteParameter.Optional } );

The route template cannot start with a '/' or > '~' character and it cannot contain a '?' character
I think this isn't allowed, because a query string is not part of a URI-Path. (See RFC3986 Section 3.3 Path , it doesn't include the query part) But I have no hard fact to prove that :/. Web API Attribute Routing Constraint
Your route is constrained by the length so it will not match and be found, hence the 405 error. You could add an additional route without the constraint that could return a different error or response. Routes with constraints are evaluated before those without so it would match the constrained route if possible before the more generic.
