Unable to start Liberty Profile from Command Line : failed to create task or type antlib:com.ibm.websphere.wlp.ant:server
It looks like you've missed the step of copying the wlp-anttasks.jar into your $ANT_HOME/lib directory. Alternatively, if you don't want to alter your ant installation, you can use the typedef task to load the Liberty tasks, for example: <typedef resource="net/wasdev/wlp/ant/antlib.xml" uri="antlib:net.wasdev.wlp.ant" classpath="somewhere/wlp-anttasks.jar"/>

ANTLR String LEXER token
How about something like this: STRING : '"' ( '\' ('\'|' '|' '|' '|' '|'"') | ~('\'|' '|' '|' '|'"') )* '"' ; where '\' ('\'|' '|' '|' '|' '|'"') is an escaped slash, tab, line break or quote. And ~('\'|' '|' '|' '|'"') matches any char other than a slash, tab, line break or quote.

ANTLR decision can match input such as "ID ID" using multiple alternatives
Don't do: methodDecl : name=ID methodVar* ('->' type=ID)? ':' methodBlock* END ';' ; methodVar : type=ID name=ID ','? ; rather do: methodDecl : name=ID (methodVar (',' methodVar)*)? ('->' type=ID)? ':' methodBlock* END ';' ; methodVar : type=ID name=ID ; I.e. the comma should be mandatory, not optional as you defined it did.

Ant: how to detect the properties of a file

ANTLR4 custom tokens
Is your custom token class named 'Token'? If so, check the using statements to make sure that the parser is not confusing the Antlr4.Runtime.Token class for your token class. If not, change it to the actual type of your custom token class.

How do you handle the values of the symbols in the symbol table?
What the symbol contains and how it contains that information is entirely your choice. In an untyped language the symbol could be just an object with term name and value attributes. For typing, add type and kind attributes. Or the symbol object could contain just name and reference attributes, where the ref points into a separate table that contains additional attributes, including a reference
